What does a slab cost in Austin?
$5.75 to $13 per square foot installed. Two Texas sources set the range in the table: a cost model gives $5.75 to $10.1 per square foot installed, and a Texas contractor says most slabs run about $7 to $13 per square foot, depending on thickness and whether a vapor barrier is used. Austin cost data is lower at $4 to $10 per square foot on average, with thin walkway or small patio slabs at the bottom of that range. The Austin concrete price guide covers the other cost drivers.
Why do clay lots get engineered designs?
Because the clay swells and shrinks under the slab. Expansive black clay in eastern and central Austin requires moisture conditioning and often post-tension cable designs, while limestone in the north and west bears load well. Nearby Kyle writes the same concern into its rules: because of the expansive soils there, foundation repair needs an engineered design and a sealed letter from the engineer at inspection. This site doesn't advise on structural design; for a foundation, the engineer's drawings set the thickness, steel and beams, and the concrete company prices those drawings.
Does a slab need a building permit in Austin?
Only when the slab is part of a building. Austin requires a building permit to erect, construct, enlarge or alter any building or structure within its zoning jurisdiction, and once activated a permit expires on the 181st day if no inspection has been scheduled or received. Austin asks for foundation plans on new construction, but accepts a Structural Verification Report instead for some projects, including the verification of existing foundations less than ten years of age. Rebar, mesh or fiber?
Rebar, if you go by the city standards around Austin. Kyle's driveway standard requires #3 rebar at 18 inches on center set on chairs at mid-depth, and doesn't allow hog panels, wire mesh or fibrous concrete in its place. That rule is written for driveway approaches, not every slab, but it is a fair benchmark when a quote for a garage or shed pad lists mesh or fiber alone. For driveways the same question applies.

It depends on the slab's use, and it moves the price. Thickness and a vapor barrier are the two things that move a slab within the typical $7 to $13 per square foot range. Whether you need one depends on what the slab is for; an engineer's or the building code's requirements come first for any slab under a living space.
Can a shed pad go in without a permit?
The pad usually can; the shed may not. Flatwork outside the right-of-way doesn't need a permit in Austin, but a structure on it can. Check the shed itself with Austin Development Services before the pour.
